WASHINGTON WAY BRIDGE REPLACEMENT DESIGN REVIEW

SUMMARY STATEMENT:
In November 2012, the City received a Federal Highway Bridge Program (HBP) grant to replace the Washington Way Bridge at an estimated total project cost of $5,308,000. In April 2013, the City Council awarded the bridge design contract to OBEC Consulting Engineers and geotechnical investigation, cultural resources survey and traffic analysis began in order to develop preliminary bridge design layouts and options.
As part of the preliminary bridge design and environmental permitting process, the City held an open house event on June 20, 2013. At the open house, the public was able to review bridge design options, construction phasing and detour impacts, project funding, and tentative schedules. Based on the input gathered during the open house, coupled with required bridge design standards, the design team developed a preferred bridge alternative.
Additionally, traffic operations were evaluated at the adjacent intersections to identify channelization and intersection deficiencies and provide recommendations for future improvements, and to explore the potential to replace the Washington Way and Nichols Blvd. intersection with a roundabout.
The project is scheduled to be advertised for bids in May 2014, with construction scheduled to start in July 2014.
FINANCIAL SUMMARY:
The total cost for the bridge replacement project is estimated at $5,308,000. The federal grant funding is $4,246,000, and a local match of 20% or $1,062,000 is required. Additional City funding would be necessary to construct improvements at the intersections.
RECOMMENDED ACTION:
Direction to staff regarding design of a preferred bridge alternative.
