Following a public outreach process combining master planning for R.A. Long Park and improvements to the Civic Center Circle, the city council adopted the R.A. Long Park Master Plan indentifying proposed improvements to the Civic Center Circle. In September 2011, construction was completed for the modifications to the Civic Center Circle. Due to funding constraints, the first phase of improvements could not be fully implemented. SUMMARY STATEMENT:
The City received a federal safety grant to improve motorist and pedestrian safety due to the crash history of the Civic Center Circle.  Following a public outreach process combining master planning for R.A. Long Park and improvements to the Civic Center Circle, the city council adopted the R.A. Long Park Master Plan indentifying proposed improvements to the Civic Center Circle.
 
In September 2011, construction was completed for the modifications to the Civic Center Circle.  Due to funding constraints, the first phase of improvements could not be fully implemented.  For instance, much of the channelization was accomplished with thermoplastic striping rather than the concrete curbing called for in the master plan.
 
Since the Circle reopened to traffic, staff and the city council have received compliments and complaints about the modifications to the Circle.  Based on the complaints, the city council directed staff to evaluate further modifications to the Circle, primarily focused on a desire to restore two lanes through the Circle for traffic on Washington Way.  Attached is a presentation identifying some issues with the current configurations and providing three options if further modifications are desired.
