16-4488 1 TBD FormationAgenda ItemPUBLIC HEARING - CONSIDER FORMING TRANSPORTATION BENEFIT DISTRICT COUNCIL INITIATIVE ADDRESSED: Improve streets and roads CITY ATTORNEY REVIEW: NA SUMMARY STATEMENT: Following their 2016 retreat, the City Council appointed a Streets and Roads Initiative Committee consisting of Councilmembers Mike Wallin, Chet Makinster, and Steve Moon. The Committee began meeting to review information regarding pavement condition, current street maintenance and repair funding and costs, and discuss potential methods to enhance street maintenance. The Committee reviewed and discussed information pertaining to street maintenance and presented a report to the full council at a workshop on April 28, 2016, and recommended the council consider forming a Transportation Benefit District to fund street maintenance and preservation projects in the City. On July 14, 2016, the City Council considered street maintenance needs and scheduled a public hearing for August 25, 2016, to receive public comment regarding forming a Transportation Benefit District. 16-4487 1  Agenda ItemORDINANCE NO. 3325: AN ORDINANCE OF THE CITY OF LONGVIEW, WASHINGTON AMENDING LMC 16.32.235 TROUGH 16.32.290 WITH REGARD TO SUBSTANDARD BUILDINGS AND ADOPTING ABATEMENT PROCEDURES CONSISTENT WITH RCW 35.80 AND ADDING APPLICABLE DEFINITIONS TO LMC16.32. COUNCIL STRATEGIC INITIATIVE ADDRESSED: Preserve and enhance neighborhoods CITY ATTORNEY REVIEW: REQUIRED SUMMARY STATEMENT: LMC 16.32 contains a process for abatement of dangerous dwellings. However, because the process outlined in the code does not provide the procedural steps contained in RCW 35.80 the City would not be able to lien the abated properties to ultimately recover the costs of abatement. The proposed amendment amends LMC 16.32 to closely follow the process outlined in RCW 35.80.
