SUMMARY STATEMENT:
The City of Longview Parks & Recreation Department goal of the Community Advocate Award is to recognize community members who support the mission of Longview Parks and Recreation to build a healthy Longview community. To be considered for the Award, the department created the following criteria:
· May be involved in Longview Parks & Recreation but must be involved in additional activities outside of the department
· Majority of advocacy must benefit City of Longview Residents.
· Recipients work must align with our mission
· Priority for award goes to those that deal with a vulnerable population
· Advocate must volunteer. Award may be given to a person based on their paid job position, but they must also volunteer in some capacity.

The City Manager has determined that there are conditions that threaten to result in the destruction of, or damage to, property. LMC 10.60.010 authorizes the City Manager to declare a civil emergency under such conditions. He did so on October 2nd. LMC 10.60.015 requires that this declaration of emergency be ratified by the Council or it will have no further force or effect. The proposed resolution is the instrument by which the Council can take action to ratify the City Manager’s declaration of an emergency.

SUMMARY STATEMENT:
On September 10, 2018 the Longview Police Guild and the City reached Tentative Agreement on a 2019-2021 Collective Bargaining Agreement. Multiple articles in the contract were opened for review and some language changes to clarify/improve the contract were made.
The Longview Police Guild notified the City of its 58 member ratification on October 2, 2018. The contract provides for a wage increase as follows:
Effective January 1, 2019: A general wage increase of 3.0%.
For year 2020: A general wage increase of 3.0%%.
For year 2021: A general wage increase of 3.0%
