Staff has determined the most efficient procurement process to obtain the desired fountain is to use an existing cooperative purchasing agreement to acquire the fountain equipment, and then bid and award a construction contract to complete the site improvements and install the fountain equipment. SUMMARY STATEMENT:
On November 20, 2014, the City Council approved the conceptual design for improvements to R.A. Long Park, including pathway replacement, relocation of the R.A. Long bust and modifying the central plaza, and construction of a water fountain in the new central plaza.   
 
Staff has determined the most efficient procurement process to obtain the desired fountain is to use an existing cooperative purchasing agreement to acquire the fountain equipment, and then bid and award a construction contract to complete the site improvements and install the fountain equipment.  The fountain equipment includes custom an in-ground vault system, water nozzle, and lighting as approved by the various boards and commissions and the city council during the conceptual design process.  For purchase of the fountain equipment, staff has obtained pricing from Fountain People, Inc. utilizing the National Joint Powers Alliance (NJPA) Cooperative Contract Solutions as authorized by the State of Washington.  The separate construction contract will be advertised for bids in the next several months, with construction expected to start in late August after SquirrelFest.
 
FINANCIAL SUMMARY:
The cost to purchase the fountain equipment from Fountain People, Inc. is $20,408 which will be paid by the Capital Project Fund.  
 
RECOMMENDED ACTION:
Motion to approve a contract with Fountain People, Inc. to purchase water fountain equipment.
