Title: EMERGENCY SHELTER MORATORIUM EXTENSION COUNCIL STRATEGIC INITIATIVE ADDRESSED: Address quality of place issues CITY ATTORNEY REVIEW: REQUIRED SUMMARY STATEMENT: At their April 14, 2016 meeting, the City Council adopted Ordinance No. 3318 that extends by six months a moratorium on the siting of emergency shelters within the City. On October 22, 2015, the first six months of the moratorium was put in place by the adoption of Ordinance No. 3302. Per RCW 35A.63.220, the City Council needs to hold a public hearing with sixty (60) days of the adoption of the ordinance extending the moratorium. As part of the extension process findings of fact also need to be adopted. Resolution No. 2179 contains findings in support of the retention of the moratorium on the siting of emergency shelters.
