CITY ATTORNEY REVIEW:  NA

SUMMARY STATEMENT:

Jim Appleby, General Manager of the Cowlitz Black Bears Baseball Club, has applied for a one-time special event permit for Friday, July 14, to include a post-game concert for the enjoyment of the fans and the community.  Due to the uncertainty of game completion time, the applicant is requesting the ability to potentially continue past 10:00 pm.  The request cites 11:30 as the anticipated latest time for concert conclusion with stage teardown concluding approximately 30 minutes later.  Mr. Appleby has already met with several of the neighbors to get their input and concurrence to support the event and is in the process of meeting with other residential neighbors that are likely to be affected as well.  A similar event was held two years ago, however, the event did result in some neighbor complaints about loud music after 10:00 pm.

RECOMMENDED ACTION:

Consider possible mitigations (to be identified by staff on May 25) to reduce neighborhood impacts and sanction this once-a-year event as beneficial to the community.
