SUMMARY STATEMENT:
Resolution No. 2017-01 would approve an interlocal agreement for transportation planning that is a federal requirement of Metropolitan Planning Organizations (MPOs), the State, and our transit agency. The Cowlitz-Wahkiakum Council of Governments (CWCOG) is the lead agency for the MPO in this region. Federal regulations section 23 CFR 450.314(a) states:
The MPO(s), the State(s), and the providers of public transportation shall cooperatively determine their mutual responsibilities in carrying out the metropolitan transportation planning process. These responsibilities shall be clearly identified in written agreements among the MPO(s), the State(s), and the providers of public transportation serving the MPA. To the extent possible, a single agreement among all responsible parties should be developed. The written agreement(s) shall include specific provisions for the development of financial plans that support the metropolitan transportation plan (see § 450.324) and the metropolitan TIP (see § 450.326), and development of the annual listing of obligated projects (see§ 450.334).

The proposed interlocal agreement (commonly known as a 314 agreement) was originally drafted by state Office of the Attorney General staff. RiverCities Transit and City of Longview staff have been working with the CWCOG to modify the draft agreement to meet the needs of our region. After authorization by the CTA, Longview, and the CWCOG, the draft agreement will be reviewed and approved by Attorney General staff for execution by the State. Upon execution of the agreement, it will be filed with the Attorney General of Washington State and the Federal Transit Administration as required. Staff recommends approving the agreement to fulfil this federal requirement.
