BID REVIEW - NICHOLS BLVD. WATERLINE REPLACEMENT

Provide sustainable water quality & environmental infrastructure
SUMMARY STATEMENT:
This project will replace existing deteriorated 6-inch cast iron water main with approximately 1,090 feet of 8-inch and 60 feet of 6-inch ductile iron pipe, reconnect 3 water services, and install 2 fire hydrants. The work will occur on Nichols Boulevard from 20th Avenue to the alley between 23rd & 24th Avenues.
On February 27, 2018, five bids were received as follows:
$316,877.85 - Catworks Construction, Battle Ground, WA
$394,549.22 - Nutter Corporation, Vancouver, WA
$408,579.08 - Advanced Excavating Specialists LLC, Longview, WA
$445,836.83 - Clark and Sons Excavating, Battle Ground, WA
Non-Responsive - NW Construction General Contracting, Battle Ground, WA
$350,000.00 - Engineer’s Estimate
Four bids received were determined to be regular and responsive. The bid received from NW Construction General Contracting was determined to be non-responsive because their bid did not include a required acknowledgement of Addendum #2 and they submitted the incorrect Proposal form.
FINANCIAL SUMMARY:
This project is funded by the Water Construction Fund.
RECOMMENDED ACTION:
Motion to reject the bid from NW Construction General Contracting as non-responsive and accept the low bid and award a contract to Catworks Construction in the amount of $316,877.85.
