SUMMARY STATEMENT:
State Route 432 is an important regional and interstate freight corridor that carries more than 10 million tons of freight per year and connects Oregon to Interstate 5. The Cowlitz-Wahkiakum Council of Governments, in cooperation with Longview and other local agencies, completed the SR 432 Highway Improvement & Rail Realignment Study (Study) in September 2014. The Study identified Tier 1, Tier 2, and Market-driven improvement projects to mitigate current and future congestion and impacts on the local street network, emergency responders, and travel reliability through the corridor.

The SR 423 / SR 411 Interchange Improvements project is identified as a Tier 2 project in the Study. This project will widen the SR 432 off-ramp to add a second left-turn lane from the limited access portion of SR 432 onto 3rd Avenue and the continuation of SR 432, and realign the SR 432 on-ramp to improve the geometry of the ramp and reduce crashes. This project will reduce congestion and improve safety. The estimated project cost for design and construction is $4,200,000.

In 2016, the City applied for Freight Mobility Strategic Investment Board (FMSIB) funds for this project and was awarded $2,100,000. Additionally, the Cowlitz County Board of Commissioners awarded a 2018 Rural County Public Facility Grant for $2,100,000 to provide matching funds needed for this project.

The proposed interlocal agreement between the City and Cowlitz County completes the grant award process and establishes the terms and conditions for use of the grant funds. Resolution No. 2260 authorizes the mayor to execute the interlocal agreement.
