Title

SR 432 / CALFORNIA WAY / EAST INDUSTRIAL WAY INTERSECTION IMPROVEMENTS

COUNCIL INITIATIVE ADDRESSED:

Improve transportation systems

CITY ATTORNEY REVIEW:  N/A

SUMMARY STATEMENT:

At the January 25, 2018 City Council workshop, staff presented information regarding a grant recently awarded to the City in the amount of $5.3M to improve the intersection at SR 432 / California Way / East Industrial Way.  The concept submitted in the grant application showed realigning California Way to line up with East Industrial Way intersection and traffic signal, and eliminating the existing California Way traffic signal.  At the workshop, the City Council chose not to proceed with the project.

Subsequently, Council chose to reconsider their decision and explore alternative intersection alignments in a work session with the property and business owners near the proposed project.  Additionally, the traffic-engineering firm Kittelson and Associates will participate in this work session to brainstorm alternative intersection alignments.  Although the grant application included a specific design concept, federal regulations require that an alternatives analysis be completed to determine the best practical solution to the intersection congestion.

FINANCIAL SUMMARY:

The $5.3 million federal grant for the SR 432/California Way Intersection project does not require a local match.  However, all costs exceeding $5.3 million and all costs incurred after the grant completion deadline, will be the responsibility of the City.

RECOMMENDED ACTION:

Motion accepting the grant and directing staff to proceed with preliminary engineering and environmental review for the SR 432/California Way/East Industrial Way Intersection project.
