ENGINEERING SERVICES CONTRACT WITH PBS ENGINEERING AND ENVIRONMENTAL FOR SR 432 / SR 411 INTERCHANGE IMPROVEMENTS PROJECT

SUMMARY STATEMENT:

State Route 432 is an important regional and interstate freight corridor that carries more than 10 million tons of freight per year and connects Oregon to Interstate 5.  The Cowlitz-Wahkiakum Council of Governments, in cooperation with Longview and other local agencies, completed the SR 432 Highway Improvement & Rail Realignment Study (Study) in September 2014.  The Study identified Tier 1, Tier 2, and Market-driven improvement projects to mitigate current and future congestion and impacts on the local street network, emergency responders, and travel reliability through the corridor.

 

The SR 423 / SR 411 Interchange Improvements project is identified as a Tier 2 project in the Study.  This project will widen the SR 432 off-ramp to add a second left-turn lane from the limited access portion of SR 432 onto 3rd Avenue and the continuation of SR 432, and realign the SR 432 on-ramp to improve the geometry of the ramp and reduce crashes.  This project will reduce congestion and improve safety. 

 

In accordance with Washington state law regarding selection of professional engineering services, staff selected PBS Engineering and Environmental as the most qualified firm to provide services necessary for design of this project. The scope of work includes:

                     Environmental review and permitting

                     Public participation program to review design concepts and construction staging

                     Preliminary and final design

                     Traffic analysis

                     Design support during construction bidding

                     Construction management and inspection services are not included in current scope of work and contract amount, but may be added at the time of construction.

 

FINANCIAL SUMMARY:

In 2016, the City was awarded a $2,100,000 Freight Mobility Strategic Investment Board (FMSIB) grant for this project.  Additionally, the Cowlitz County Board of Commissioners awarded a 2018 Rural County Public Facility Funds grant for $2,100,000 to provide matching funds needed for this project. The total awarded grants amount for design and construction is $4,200,000.

 

The proposed engineering contract amount is $411,979.13, which will be paid by the grants

 

RECOMMENDED ACTION:

Motion authorizing the City Manager to execute the agreement with PBS Engineering and Environmental.
