ATHLETIC FACILITY MASTER PLAN WORKSHOP - ROY MORSE PARK

COUNCIL STRATEGIC INITIATIVE ADDRESSED:

Council Initiative:

Address Quality of Place Issues

Strengthen Economic Conditions and Create New Opportunities

CITY ATTORNEY REVIEW: N/A

SUMMARY STATEMENT:

Hough, Beck, and Baird Inc. (HBB) from Seattle, entered into a professional services agreement with the City of Longview to execute a comprehensive athletic facility park master plan for Roy Morse Park.

In collaboration with City of Longview Parks & Recreation, HBB Landscape Architecture has developed a draft of the final master plan for developing an athletic facility complex at Roy Morse Park. The purpose of this workshop is to (1) present the design process so far, including site analysis, economic development analysis, and the public process; (2) review the current design of the park; and (3) receive feedback on the design, and direction for the final master plan and report.

City of Longview Parks & Recreation has been exploring upgrading Roy Morse Park to be a facility capable of holding regional tournaments for softball and baseball. HBB’s approach in partnering with Parks & Recreation has been to begin the design process with site analysis and community outreach.

Site and economic analyses were conducted to understand park context, current athletic programming, existing infrastructure, and environmental opportunities and constraints. Early community outreach, especially a staff workshop and site visit, informed our understanding of the existing park site and program.

The public outreach process continued with stakeholder interviews and surveys. These focused on developing the athletic program at the site. Information from these interviews and surveys was used in the subsequent pop-up studios, open houses, and community survey conducted in November 2018 to include even more public input, with a broader spectrum of participants (489 people responded to the community survey alone). The pop-up studios and open houses resulted in a draft design of the master plan. The public process showed that developing the athletic programming to provide the infrastructure for tournaments was important to the community, as was developing other park uses such as a loop trail and a disc golf area.

The purpose of this City Council workshop is to review the current draft master plan design and each of its elements. HBB has also developed an initial phasing plan for the park. Feedback on the park design and phasing strategy is welcomed at this workshop. Final steps to be completed is the Final Master Plan Report with the completed economic development analysis, field lighting design, and recommendation and approval from the Parks and Recreation Advisory Board and City Council
